Regional Advocacy & Capacity Incubator, AFSC Middle East

The RACI Hub is a Middle East regional initiative that aims to strengthen the capacity and independence of local civil society across the Arab region. Currently, the Hub’s initiatives focus on two main themes: just responses to forced displacement and migration, and climate justice, with projects primarily in Jordan, Lebanon, and Palestine.
The Hub facilitates collaborative work across borders, linking local civil society actors together in a highly fragmented region. Additionally, the RACI Hub creates spaces and coalitions that empower local experts, practitioners, and communities—those who are deeply familiar with country contexts and best positioned to drive lasting change.
Our Vision: Local civil society organizations and activists across the Arab region pursue their goals with greater independence, capacity, and sustainability, working collaboratively across borders to advocate for justice, while remaining grounded in community perspectives and local contexts.

Climate Justice
Climate Advocacy
AFSC Middle East hosts a Climate Justice Consortium, which currently consists of nine members spread across three countries: Palestine, Lebanon, and Jordan. Aimed at strengthening local civil society and transnational cooperation, Consortium members include local experts, civil society representatives, and activists working on climate change, environmental, and climate justice issues. All members are dedicated to representing the needs and priorities of the region and local communities, and ground initiatives, research, and advocacy efforts in their collective expertise and a shared vision for achieving climate justice through locally led movements.
Climate Education
We are committed to advancing climate education with a focus on narrative-based approaches that address the scarcity of Arabic-language content and ensure its alignment with the cultural contexts of our region. Collaborating with Jordanian universities, we are developing a curriculum centered on climate justice, empowering students through initiatives, activities, and skill-building. Our efforts also support academic research and aim to enhance educational opportunities related to climate change, transforming universities into hubs that drive and accelerate climate action.

Community-Led Advocacy
The RACI Hub aims to lift up the voices of communities rather than advocate in their place. The Hub works to build the capacity and network of local actors to advocate for issues that directly impact them. Through trainings, advocacy events, and collaborative media projects, AFSC opens spaces for communities to share their stories with the public and speak with decision-makers and stakeholders.
