Michigan has dramatically lowered the rate of inmates returning to prison

Michigan's prison population has dropped from 51,000 prisoners in 2006 to 33,000 today. The DOC attributes the decline in prison recidivism to changes in parole supervision and the introduction of vocational training for prisoners.
