Tax day is also the Global Day of Action on Military Spending. The president's budget proposal for 2013, like 2012, allocates 60 percent of U.S. federal discretionary spending to the military. A report released this week by the Stockholm International Peace Research Institute found that the United States accounts for 41 percent of the world’s military spending.
